In the light of the vast cost implications and corrosive effect of corruption, it is evident that the crime of corruption should be combated proactively from the highest echelons of government, private enterprise and society. Corruption must be exposed and criminals must realise that they will be caught and held accountable for their actions.

Corruption frequently goes unreported for a number of reasons. The most obvious reason is that the reporter or whistle blower fears discrimination or victimisation. Other reasons for corruption not being reported are the following:

Both parties are guilty of the same offence and do not want to incriminate themselves;

Ignorance that corruption is a crime;

Lack of confidence in the ability of the police force and other responsible bodies;

A desire not to tie up an organisation’s own resources, for example, the witness does not want to spend time giving evidence in court;

An ineffective criminal justice system;

Fear of negative publicity and embarrassment and

Inconvenience or apathy.

Government
Our political leaders must set an example of the highest integrity and honesty.
Government should illustrate that it is committed to eradicating corruption and must help to cultivate a strong culture of ethics.
Government must create a policy framework that has effective regulations and measures against corruption.
Independent watchdog bodies must assist Government in combating corruption.
