| The Namibia Institute for Democracy (NID) initiated a three-year anti-corruption program in 2004 through which it is endeavored to build a strategic public-private coalition in fighting corruption at the national, regional and local levels. The program aims to utilize the conducive environment that currently exists in the country with regard to addressing issues around governmental integrity and builds on existing strong relationships with key stakeholders in government institutions and civil society.
The NID’s Zero Tolerance for Corruption Campaign commenced in 2004 - funding provided by SIDA - with support to the Efficiency Charter Unit in the Office of the Prime Minister for an awareness program on the Public Service Charter, a public awareness campaign through the media and an analysis of actual cases of corruption as reported in the media since independence in 1990. The Embassy of Finland provided funding for a manual on corruption in 2005. To ensure the long-term and sustained impact of this integrity promotion initiative, the program was extended in 2005 with funding by USAID to strengthen the “supply” of anticorruption initiatives by government by assisting relevant government institutions and authorities on all levels with regulatory and procedural reform and policies and the resulting training and technical assistance needs, and by providing technical support to civil society throughout Namibia to strengthen the demand for a corruption-free society. Further program partners include, amongst others, the Anti-Corruption Commission, the Office of the Ombudsman, the Efficiency Charter Unit in the Office of the Prime Minister, the Council of Churches of Namibia (CCN), the Association of Regional Councils (ARC), the Namibia Chamber of Commerce and Industries (NCCI), the National Union of Namibian Workers (NUNW), the Namibian Employer’s Federation (NEF), the Association of Local Authorities in Namibia (ALAN) and the Namibian Chamber of Commerce and Industries (NCCI). The goal of the Program is to reinforce Namibian efforts to arrest the growing trend of corruption in Namibia that is being registered in the media and recognized by key stakeholders in government, as well as the private sector and civil society, and to maintain the currently still favourable reputation Namibia enjoys within the region and internationally with regard to transparency and integrity. |

| Specific objectives of the proposed program include: | ||||||||||||||||||||||||||||||
| • | Enhancing public access to comprehensive, accurate, relevant and current information on corruption through surveys, opinion polls and media campaigns; | |||||||||||||||||||||||||||||
| • | Strengthening the capacity of institutions, organizations and bodies involved in coalitions and networks that address corruption-related issues and advocate for improved integrity systems at all levels. | |||||||||||||||||||||||||||||
| • | Stimulating the overall capacity and willingness of all Namibians to become involved as citizens, to participate within collaborative structures together with government and other civil society institutions to ensure transparent governance at all levels characterized by a superior level of integrity. | |||||||||||||||||||||||||||||
